# Understanding the Broadcast VOICES Act

The Broadcast VOICES Act aims to increase the number of radio and television stations owned by women and people from racial and ethnic minorities. Right now, the broadcasting industry is heavily dominated by a small group of owners—less than 6 percent of TV stations are owned by women, and less than 4 percent are minority-owned. The same pattern holds for radio stations. This bill creates new financial incentives to change that.

The main tool is a tax certificate program that works like this: if someone sells a broadcast station to a woman or a person from a minority group, or if someone invests in such a station and later sells their stake, they can get a special certificate from the Federal Communications Commission. With that certificate, they can avoid paying taxes on the profit they made from the sale. This is a significant financial incentive—imagine selling something for a big gain but not having to pay capital gains taxes on it. The program would apply to sales up to $50 million in value and would last for 16 years. There's also a tax credit (essentially free money) for people who donate broadcast stations to nonprofits that train women and minorities to run these businesses.

The bill also requires the FCC to regularly report to Congress on how many broadcast stations are owned by women and minorities, and to make recommendations for further increasing diversity. Additionally, the FCC must study whether stations owned by diverse groups actually broadcast more diverse viewpoints—an important question about whether ownership diversity actually translates to content diversity. These reporting requirements help track whether the incentives are actually working to create real change in the industry.
