# Understanding the ENROLL Act of 2025

The ENROLL Act makes changes to how the government funds and manages "navigators"—people and organizations that help Americans understand and enroll in health insurance plans. Think of navigators as guides who work with people to explain their insurance options, answer questions, and help them sign up for coverage through the healthcare marketplace.

Right now, navigators help people find information about qualified health plans sold on the marketplace. This bill expands their job to also include helping people understand Medicaid and the Children's Health Insurance Program (CHIP), which are government health programs for lower-income individuals and families. The bill also requires navigators to do public education activities in plain language to help people understand what health insurance actually covers and what protections they have. Additionally, navigators must now maintain a physical office in their state so people can get help in person, not just over the phone or online.

The bill changes how navigator organizations are selected to receive funding. Instead of just looking at whether an organization can do the job, exchanges must now specifically make sure that at least one community-focused nonprofit group gets funded each year. The bill also removes a requirement that navigators explain non-qualified health plans, letting them focus on the plans that are actually available through the marketplace.

Finally, the bill provides real money to make this happen. Starting in 2026, the federal government will set aside $100 million per year for navigators in states where the federal government runs the health insurance marketplace. This funding comes from fees that insurance companies pay and will continue year after year. These changes take effect for health plans starting January 1, 2026.
