# Military Perimeter Transparency Act: What It Actually Does

This bill requires the Department of Defense to keep track of who owns and occupies property near military bases—both in the United States and overseas—to catch instances where foreign adversaries are buying or renting land close to these installations. The military would monitor properties within 10 miles of any military base boundary, as well as properties directly adjacent to the base itself. If they discover that a foreign adversary (or companies and agents connected to one) owns or is trying to buy property in these areas, they need to document it and report it to Congress.

Every year by March 1st, the Secretary of Defense would have to submit a report to Congress describing all the foreign-owned or foreign-occupied property they've identified near military installations, what's changed since the previous year, and what they recommend doing about it. The report would be public, though it can include classified information in a separate section if needed for national security reasons. The bill essentially creates a transparency system so Congress and the public know when foreign adversaries are acquiring property near sensitive military locations.

The practical impact is that this gives the military a formal requirement to systematically track foreign property purchases and occupancy near bases, rather than doing so informally or inconsistently. Military Perimeter Transparency Act This bill requires the Department of Defense and each military department to monitor real property ownership and occupancy in the vicinity (within a 10-mile boundary) of military installations inside and outside of the United States to identify instances in which a foreign adversary owns or occupies (or is seeking to own or occupy) real property in the vicinity of a military installation. For purposes of this bill, a foreign adversary is any foreign government or foreign nongovernment person engaged in a long-term pattern or serious instances of conduct significantly adverse to the national security of the United States or security and safety of United States persons.
