# Understanding the Resources for Victims of Gun Violence Act

This bill creates a federal advisory council designed to help people affected by gun violence find resources and support. Think of it as a coordination center that brings together different government agencies to identify what help is available and make sure victims know how to access it.

The council would be made up of leaders from major federal agencies like the Department of Health and Human Services, the Justice Department, the Education Department, and others. It would also include a handful of actual gun violence victims and professionals who work with survivors. The Department of Health and Human Services would lead the effort. The council's main job is to survey victims and support workers about what they need, research what programs already exist, and figure out what's actually working to help people.

Once the council gathers this information, it would create a comprehensive guide about available resources and best practices for helping gun violence victims. This guide would cover medical care, financial assistance, mental health support, legal help, housing, job training, and access to government benefits. The council would publish this information online and distribute hard copies to Congress members, Social Security offices, hospitals, schools, and prosecutor offices so it reaches people who need it. The council would also prepare a detailed report within six months and a follow-up report two years later, identifying gaps in services and recommending what new laws or programs might be needed.

Importantly, this bill doesn't create new funding or new programs—it's focused on connecting people to existing resources and identifying where the system has holes. The council would exist for five years and then automatically end unless Congress extends it.
