# The Double Dip Elimination Act

This bill prevents people from collecting both unemployment benefits and Social Security disability insurance at the same time. Right now, someone can receive unemployment checks while also getting disability payments in the same month. The bill would stop that practice by treating anyone who receives unemployment benefits in a given month as if they're capable of working, which would make them ineligible for disability payments that month.

The bill applies to several types of unemployment assistance, including regular unemployment benefits, extended unemployment benefits (the extra payments available during economic downturns), and trade readjustment allowances for workers displaced by international trade. If you receive any of these payments for even one week in a month, you'd be considered ineligible for disability benefits for that entire month. The rule would also affect something called a "trial work period"—a program that lets disability recipients test whether they can work while keeping their benefits. Receiving unemployment during this period would count against you.

The practical effect is that people on disability who lose their jobs and apply for unemployment would have to choose between the two programs rather than collecting both. The bill would only apply to new applicants for disability benefits starting in 2022 and wouldn't affect people already receiving disability payments. The Social Security Administration would use electronic data matching to track who's receiving unemployment to enforce this rule, so the government would automatically cross-check the two benefit systems.
