# Veterans Claims Quality Improvement Act of 2025

This bill aims to fix problems in how the Department of Veterans Affairs processes and decides on veteran benefit claims. Right now, many veterans wait a long time for decisions on their benefits, and some decisions get overturned by courts because they contain errors. This bill creates new systems to catch and prevent those mistakes.

The bill focuses on three main areas. First, it requires the VA to notify employees when they make "avoidable deferrals"—basically when they unnecessarily delay processing a claim. This is meant to help workers understand when they're slowing things down and encourage them to move claims along faster. Second, the bill creates a quality control program for the Board of Veterans' Appeals (the group that reviews disputed claims). This program will track errors in decisions, identify which board members are making mistakes, and use technology like artificial intelligence to spot patterns in bad decisions. The VA will also have to provide annual reports showing the most common reasons claims get sent back for more work.

Third, the bill requires better training for the people who work on veteran appeals. It mandates that employees get training on how to make correct decisions quickly, and their performance will be reviewed every year instead of every three years. When a court sends a case back to the Board because of an error, the employee who made the mistake will be notified and given the court's decision to learn from. The bill also requires the VA to develop a plan to reduce unnecessary remands—situations where cases get sent back for more work when they shouldn't have to be.
