# Plain Language Summary: Protecting Children Act

This bill makes it much harder and more expensive for employers to break child labor laws or allow unsafe working conditions that harm young workers. Right now, companies that violate these rules face relatively small fines—up to $11,000 for a first offense. This bill increases those penalties dramatically, to between $1,500 and $150,000 for individual violations, and up to $700,000 for serious cases. The penalties can be doubled if a company repeatedly breaks the rules or does so intentionally. The bill also requires that when calculating fines, regulators consider how much money a company saved by breaking the law in the first place—so companies can't profit from cutting corners on safety.

The bill creates much tougher criminal penalties for the worst violations. If someone knowingly puts a child worker in serious danger, they could face up to 15 years in prison and fines up to $5 million. If a child dies as a result of these violations, the punishment increases to potential life imprisonment and fines up to $10 million. These penalties also apply to unsafe workplace conditions that harm young workers. The bill makes clear that these are serious crimes with serious consequences, especially when children are involved.

Beyond just punishing violations, the bill invests in preventing them. It funds more inspectors and experts at the Department of Labor to investigate child labor cases and unsafe conditions affecting young workers. It also requires better coordination between different government agencies, more research on where child labor problems exist, and public education campaigns to help people recognize and report violations. The bill gives workers and their families the ability to sue employers directly for violations, not just relying on government enforcement. All of these changes take effect 60 days after the bill becomes law.
