# What This Bill Actually Does

This bill creates a special government commission to study slavery and racial discrimination in America and figure out what the government should do about it. Think of it as officially asking: "What happened to African Americans through slavery and discrimination, and what should we do to make it right?"

The commission would have 15 members—some appointed by the President, Congress, and others chosen for their expertise in African American history and reparations. These members would spend about a year and a half researching and documenting the history of slavery from 1619 to 1865, plus all the discriminatory laws and policies that came after, like redlining (when the government prevented Black families from getting mortgages in certain neighborhoods), unequal school funding, and unfair treatment in the criminal justice system. They'd also look at how these historical wrongs continue to affect Black Americans today—things like wealth gaps, higher unemployment rates, and health disparities.

After their research, the commission would write a report to Congress with recommendations. This is the key part: they'd suggest what kinds of remedies might be appropriate. This could include things like a formal government apology, changes to laws that still hurt Black communities, educational programs to teach Americans about this history, or potentially financial compensation—though the bill doesn't decide that; it just asks the commission to study the question and make recommendations.

This bill doesn't automatically create any new programs or spend money on reparations. It's a fact-finding mission. Congress would still have to decide whether to actually do anything based on the commission's recommendations. The bill does authorize $20 million to fund the commission's work.

Commission to Study and Develop Reparation Proposals for African Americans Act This bill establishes the Commission to Study and Develop Reparation Proposals for African Americans. The commission must (1) compile documentary evidence of slavery in the United States; (2) study the role of the federal and state governments in supporting the institution of slavery; (3) analyze discriminatory laws and policies against freed African slaves and their descendants; and (4) recommend ways the United States may recognize and remedy the effects of slavery and discrimination on African Americans, including through a formal apology and compensation (i.e., reparations).The commission consists of individuals from civil society and reparations organizations and individuals appointed by the President and congressional leadership; Members of Congress and governmental employees may not serve on the commission. The commission may hold hearings, subpoena witnesses and records, and contract with other entities to conduct its work. The commission must submit its final report within 18 months of its first meeting.
