The American Dream for All Act creates a new federal program to help first-time and first-generation homebuyers afford down payments on homes. Here's how it works: The federal government will give grants to states, territories, and Native American tribes to set up loan funds. These funds will then provide down payment assistance loans to eligible buyers—covering between 3% and 20% of a home's purchase price, with maximum loan amounts ranging from $50,000 to $150,000 depending on local housing costs.

The key innovation is how borrowers repay these loans. When someone sells their home, they repay the original loan amount. But here's the catch: if the home increased in value, they also have to repay a portion of that appreciation proportional to their loan. For example, if you borrowed $50,000 on a $250,000 home (20% of the price) and it sells for $300,000, you'd repay the $50,000 plus 20% of the $50,000 gain. If the home loses value, you just repay the original loan amount. The repaid money goes back into the state's loan fund to help other buyers.

To qualify, borrowers must be U.S. citizens or permanent residents, either first-time homebuyers or from families that never owned homes, with income under 150% of their area's median income. They also need to complete homebuyer education and counseling courses. The program runs as a pilot from 2026 through 2030, with states and tribes distributing loans on a first-come, first-served or lottery basis.
