# Understanding the Coastal Communities Ocean Acidification Act of 2025

Ocean acidification happens when the ocean absorbs carbon dioxide from the atmosphere, making seawater more acidic. This is a real problem for coastal communities because it harms shellfish, fish, and other marine life that people depend on for food and jobs. This bill is designed to make sure that the federal government—specifically the National Oceanic and Atmospheric Administration (NOAA)—actually listens to and works with the people most affected by this problem.

Right now, the federal government does research on ocean acidification, but coastal communities, fishing industries, and Indigenous groups say they're not being heard enough when decisions get made. This bill fixes that by requiring NOAA to create better ways for these groups to share what they know and what they need. It sets up ongoing meetings, online platforms, or other regular contact points where fishermen, local business owners, Native Hawaiian organizations, Indian Tribes, and community leaders can tell federal scientists what research and data would actually help them adapt and survive. The bill also adds representatives from Indian Tribes and Native Hawaiian organizations to the advisory board that guides this work, making sure Indigenous perspectives are part of the conversation from the start.

The bill also requires NOAA to actively collaborate with state and local governments and Indian Tribes that have already done their own planning around ocean acidification. Instead of starting from scratch, the federal government should learn from what communities have already figured out and help spread those solutions to other places facing the same problems. The bill specifically says to prioritize helping underserved communities—places that have been left out or overlooked in the past. Essentially, this is about making sure that ocean acidification research and response efforts actually serve the people on the front lines dealing with these changes, rather than just happening in federal offices disconnected from real-world impacts.
