Here's how it works in practice: Starting immediately, at least 60 percent of the cost of materials and components in military equipment must come from American sources. That threshold increases to 65 percent between 2024 and 2028, and then jumps to 75 percent starting in 2029. So if the military is buying a radar system or missile component, more and more of it will need to be built from American-made parts over time. The bill does carve out an exception for products made primarily of iron and steel, which have their own existing rules. It also doesn't apply to products from countries that have special defense agreements with the United States, like NATO allies.

The bill also requires the Department of Defense to study what percentage of American content is currently in military purchases and to create a system for tracking this information going forward. If following these new rules would cost too much money or if no American companies can meet the requirements, the Defense Department has some flexibility to accept foreign products with at least 55 percent American content as a backup option—but only until 2030.

The practical effect is that this bill aims to boost American defense manufacturing and reduce dependence on foreign suppliers for military equipment, though it may increase costs in some cases since American-made components can be more expensive than foreign alternatives.
