This bill requires a wide range of companies that provide essential services to allow unmarried people living together to open joint accounts. The companies affected include utilities (electric, gas, water), internet and phone providers, landlords, childcare providers, mortgage lenders, cable companies, and credit card companies. If two adults who live together both want their names on an account for managing bills and services, these companies would have to allow it. Both people would need to agree to open the account, and both names would appear on it.

When a joint account is opened, the company must tell both account holders what information will be shared between them. Either person can request information about the account, including bills, emails, and access to online portals. The company also has to provide privacy notices to both account holders if required by federal regulations. If a company fails to follow these rules, either account holder can sue for up to $1,000 per violation. These requirements would take effect 180 days after the bill becomes law.

The bill also adds protections for domestic violence victims. It prohibits landlords from charging early termination fees if someone needs to break their lease because they've experienced domestic violence, dating violence, sexual assault, or stalking. This applies to housing that receives federal assistance. The goal is to help victims escape dangerous situations without facing financial penalties for leaving their housing early.
