# Understanding the Burma GAP Act

This bill is about how the United States will respond to what the government has officially determined is genocide against the Rohingya people in Burma (also called Myanmar). The Rohingya are an ethnic minority group who have faced severe persecution, and over a million have fled to neighboring countries, particularly Bangladesh, where they live in refugee camps.

The bill establishes a comprehensive U.S. policy with three main goals: help and protect Rohingya refugees, hold the Burmese military accountable for atrocities, and support Burma's transition back to civilian democratic rule. To do this, it creates a new position called a Special Representative and Policy Coordinator for Burma who will coordinate U.S. efforts with other countries and oversee various assistance programs. This representative will work to strengthen international sanctions against the Burmese military, support democracy advocates, and coordinate with allies like Thailand, Bangladesh, and Japan.

On the humanitarian side, the bill directs the U.S. to provide assistance to Rohingya refugees in camps and internally displaced people still in Burma. This includes funding for food and nutrition (the bill specifically notes that many refugee children are malnourished), healthcare, education, protection from violence and trafficking, and support for Rohingya-led organizations. The bill also pushes for helping Rohingya access legal support to pursue justice and encourages other countries to resettle vulnerable Rohingya refugees, including through expanded U.S. resettlement programs.

The accountability piece focuses on documenting and prosecuting those responsible for genocide and crimes against humanity. The bill supports investigations, evidence collection, and legal proceedings in international courts. It also encourages the U.S. to work with future democratic leaders in Burma to officially acknowledge what happened, restore Rohingya citizenship and rights, and provide compensation for lost land and property. The bill authorizes $9 million annually through 2030 specifically for investigation, documentation, and justice efforts.
