# Understanding the Camp Lejeune Justice Act Fix

This bill makes adjustments to an existing law that helps people who were harmed by contaminated water at Camp Lejeune, a major Marine Corps base in North Carolina. Back in 2022, Congress passed the original Camp Lejeune Justice Act to allow people who lived or worked at the base during the time it had contaminated drinking water to sue the federal government for health problems they developed. This new bill clarifies and improves how that process works.

The main practical changes affect how people prove their cases and where they can file lawsuits. Previously, all cases had to go through one specific court in eastern North Carolina, which created a bottleneck. Now, while that court still oversees the overall coordination, individual cases can be tried in courts across North Carolina and South Carolina, making it easier for people to have their cases heard closer to home. The bill also makes it clearer what people need to prove: they need to show they were at Camp Lejeune for at least 30 days and that there's a scientific connection between the contamination and their illness. The standard is reasonable—they don't need absolute proof, just evidence that the connection is "at least as likely as not."

Another important change limits how much lawyers can charge. If a case settles before a lawsuit is officially filed, attorneys can take up to 20 percent of the settlement. If the case goes to trial and results in a judgment or settlement, they can take up to 25 percent. This protects victims from excessive legal fees eating into their compensation. The bill also guarantees that people can request a jury trial if they want one, and it requires courts to move these cases along quickly rather than letting them sit idle. These changes apply to all pending cases and any new cases filed going forward, giving current and future claimants better access to justice.
