This bill creates a new international aid program focused on helping children with autism in developing countries. The U.S. Agency for International Development (USAID) would set up and run what's called the Global Autism Assistance Program, which would send money and resources to organizations working with autistic children and their families in poorer nations around the world. The goal is to help these countries improve how they identify, diagnose, and support people with autism spectrum disorder, which is often overlooked or misunderstood in parts of the world that lack resources and awareness.

The program would work in two main ways. First, it would give grants to local organizations and clinics in at least two designated regions to support activities like public awareness campaigns about autism signs, resources for families, training for teachers, and equipment for medical clinics. Second, it would establish a "Train the Trainers Program" that brings American medical and education specialists to these regions to teach local health professionals, teachers, and parents about autism interventions—including therapy techniques, nutrition, and behavioral strategies. The program would also translate helpful materials into local languages so families and professionals can actually use them.

To make sure the money is spent wisely, the bill requires an advisory board made up of autism advocates, parents, doctors, teachers, and people with autism themselves to review which organizations deserve funding. The program would be overseen by USAID using money already available to that agency, so it wouldn't require new funding from Congress. Each year, USAID would report back to Congress about what the program accomplished and how the money was used.

Global Autism Act This bill establishes the Global Autism Assistance Program within the U.S. Agency for International Development (USAID) to support developing countries in addressing autism spectrum disorders (ASD). To carry out this program, the USAID must designate at least two regions in developing countries that (1) need assistance addressing ASD, and (2) have sufficient familiarity with issues concerning ASD to make effective use of the program. The USAID must then award a grant to a nongovernmental organization with experience with ASD to implement the program. The implementing organization must award grants to local service providers and other groups in the designated regions and offer specialized training for health and education professionals who treat or teach youth with ASD. The organization must also conduct (at biomedical conferences in the designated regions) training on interventions and strategies to improve the health and well-being of individuals with ASD for parents, health care professionals, and others who serve those with ASD.
