The bill aims to change that by promoting newer, cheaper monitoring technologies and making sure communities—particularly those dealing with the most pollution—get better data about what's in their air.

The bill creates several practical steps to make this happen. First, it requires the EPA to maintain and update an online resource (called the Air Sensor Toolbox) that explains different types of air monitoring equipment available today, from expensive professional monitors to cheaper sensors that can be installed in neighborhoods. This guide would describe what each technology costs, how accurate it is, and what it's best used for. The EPA would also connect this information with environmental justice mapping tools so communities can see where pollution is worst and understand how it affects their health. Second, the bill establishes a working group of 30 experts—including people from environmental justice organizations, data scientists, public health officials, and air quality professionals—to develop templates for how communities can set up monitoring systems that fit their needs and budgets. This group would also recommend how the EPA can better support communities wanting to use these newer technologies.

The bill also requires a comprehensive inventory of all existing air quality monitors across the country, documenting where they are, how well they work, and whether they're reaching the communities that need them most. This study would identify gaps—neighborhoods with high pollution but no monitors—and recommend where new equipment should be placed. Finally, the bill provides $11 million per year for five years to fund this work and hire eight new EPA staff members to help communities access and use air quality data.
