This bill creates a new oversight board within the Department of Veterans Affairs to manage how the VA spends money on large purchases and projects. Think of it as establishing a quality control committee that reviews major spending decisions before they move forward. The board will focus on big-ticket items—anything the VA plans to spend $250 million or more on over its lifetime, whether that's medical equipment, IT systems, facilities, or services.

The board will be led by the Deputy Secretary of Veterans Affairs and will include key VA officials like the Chief Financial Officer, Chief Information Officer, and heads of major VA divisions. These officials will meet whenever a major project is proposed, approved, or hits a milestone, but they must meet within 45 days of certain events like cost overruns or schedule delays. The board's job is to make sure projects are realistic, properly budgeted, and aligned with the VA's mission before they get the green light to proceed. If a project isn't meeting its targets for cost, schedule, or performance, the board will review it and either approve moving forward or recommend corrective action.

For each major acquisition, the VA will appoint a dedicated program manager who must create a detailed plan called a "program baseline." This plan lays out the project's phases, what needs to happen to move from one phase to the next, and realistic cost and timeline estimates for the entire project. The manager has to continuously monitor the project to keep it on track and can't move to the next phase without the board's approval. After every board meeting, the Deputy Secretary must send a written summary to Congress explaining what was discussed and what decisions were made.

In practical terms, this bill aims to prevent the VA from launching expensive projects that are poorly planned or from letting projects spiral out of control with massive cost overruns and delays.
