# Understanding the Ending Homelessness Act of 2023

This bill is designed to dramatically expand rental assistance for people struggling with housing, with a particular focus on those experiencing homelessness or living in severe housing hardship. The core idea is to gradually make rental vouchers available to more and more people, eventually creating a system where anyone who qualifies can get help paying rent.

Here's how it would work in practice: Starting in 2024, the federal government would fund 500,000 new rental vouchers, then add another 500,000 each year through 2027. These vouchers would go to people earning less than half the area's extremely low-income threshold—basically the poorest households. If you're struggling to afford rent and fall into this income category, you could use a voucher to help cover your housing costs. By 2028, the bill would shift to an "entitlement" system, meaning anyone meeting the income requirements would be guaranteed assistance rather than being stuck on a waiting list. The income thresholds would gradually expand over time, starting with the poorest families and eventually reaching low-income families by 2032.

The bill also removes some barriers that currently prevent people from getting help. It would eliminate certain criminal history restrictions that can disqualify people from housing assistance, and it prohibits landlords from refusing to rent to someone just because they're using a housing voucher. Additionally, the bill allows people to use voucher money for security deposits and application fees, which can be major obstacles when trying to find a place to live. It also makes sure that if someone gets a voucher attached to a specific apartment, they can still move to a different place if they want to.

Beyond vouchers, the bill funds other programs to address homelessness, including money for building affordable housing, technical assistance to help states coordinate health and housing services, and permanent funding for homeless assistance programs. It also makes sure nonprofits and faith-based organizations can participate in these programs. The overall goal is to create a comprehensive system where housing assistance is treated more like a guaranteed benefit rather than a limited program with long waiting lists.
