This bill is about how financial advisers and retirement plan managers make investment decisions on your behalf. Right now, there's a debate over whether they should focus purely on making you money, or whether they can also consider other goals like environmental and social concerns. This bill says that when advisers and retirement plan managers make investment choices, they must prioritize financial returns and can't let other concerns get in the way—unless you specifically agree in writing that they can.

Here's what changes in practice: If you work with a financial adviser or have a retirement account through your employer, the adviser or plan manager must base their recommendations on what will make you the most money or give you the best financial outcome. They can't choose a lower-returning investment just because it supports environmental causes or social goals, even if they think those are important. However, if you explicitly tell them in writing that you want them to consider these other factors, they can do so—but then they have to show you exactly how much money that choice cost you compared to what you could have made with a purely profit-focused investment.

For people with 401(k)s and similar retirement plans, the rules are slightly different. Plan managers can consider non-financial factors when choosing which investments to offer, but only if they can't tell the difference between investments based on financial performance alone. They also can't make these non-financial investments the automatic choice for workers who don't actively pick their own investments. The bill gives the Securities and Exchange Commission one year to write the detailed rules about how all this works, and another year before the rules actually take effect.
