# What This Bill Does

This bill requires every state to start keeping better track of and reporting information about their voter registration lists. Specifically, states would need to tell the federal Election Assistance Commission about voters who haven't been active in recent elections and what happened to their registrations.

Every two years (by June 30 of odd-numbered years), each state would have to submit a detailed report showing: how many registered voters have been inactive based on federal standards, how long they've been inactive, how many people actually voted in recent federal elections, how many inactive voters were removed from the rolls, how many warning notices were sent to inactive voters, and how many of those voters responded to the notices. States would also need to keep detailed lists showing the names and addresses of all inactive voters and how long they've been inactive.

The practical effect is that this creates a standardized national system for tracking and reporting what states are doing with their voter lists. Right now, states handle voter list maintenance differently, and there's no consistent way to see what's happening across the country. This bill would make that information public and comparable. For voters, this means there would be more transparency about how many people are being removed from voter rolls and why. For election officials, it means additional paperwork and reporting requirements. The bill doesn't change how states actually remove voters from their lists—it just requires them to document and report what they're doing in a uniform way that the federal government can track.

To amend the National Voter Registration Act of 1993 to require States to submit a report to the Election Assistance Commission that includes information with respect to the voter list maintenance activities of the State, and for other purposes.

This bill revises requirements related to public disclosure of official lists of eligible voters. Currently, each state must maintain for public disclosure, for a minimum two-year period, all records pertaining to the accuracy and currency of official lists of eligible voters. This bill requires these records to also include lists of the names and addresses of all registrants who were inactive (i.e., the registrant failed to respond to a notice about a change in residence) and the length of time each registrant was inactive. The bill also requires each state to biennially submit a report to the Election Assistance Commission that includes information about inactive registrants in the state.
