This bill creates a new grant program to help states build better data systems for tracking SNAP employment and training programs. SNAP is the federal food assistance program (formerly known as food stamps), and many states run employment and training programs to help recipients find jobs and become self-sufficient.

This bill would give states up to $15 million per year (from 2026-2030) to create modern databases that track participants over time and link SNAP data with other workforce development programs. The goal is to help states identify which programs work best, reduce paperwork burdens on participants, and make sure people get connected to all the services they're eligible for.

The bill includes strong privacy protections—personal information about SNAP recipients would be kept confidential and used only for program improvement purposes. States that haven't received this type of funding before and those with the weakest data systems would get priority for grants. The federal government would also reserve some money to provide technical help to states implementing these systems. Finally, the bill requires reports to Congress on how the grants are being used and whether they're actually helping states run better employment and training programs.
