The government would maintain a list of prohibited companies by combining existing watchlists from various agencies. Universities could potentially avoid these taxes by selling their holdings in flagged companies or by investing through certified funds that can prove they don't hold any prohibited investments. The taxes would begin applying to new investments made after the bill's effective date, though the government gets up to a year to set up the system before enforcement begins.
