# Gun Theft Prevention Act: What It Actually Does

This bill creates a comprehensive set of rules designed to prevent firearms from being stolen out of gun shops and to hold dealers accountable when thefts happen. Think of it as establishing a security standard that all federally licensed gun dealers must follow, similar to how banks have security requirements.

The core requirement is that gun shops must implement specific security measures including locked metal cabinets, safes, alarm systems, video cameras, security gates, and strong locks. Dealers have to submit a written security plan explaining how they'll protect their inventory and must certify every year that they're following it. If a gun shop experiences a theft, federal agents must inspect the premises within 30 days to check whether the dealer was following security rules and provide recommendations for improvement. Dealers who repeatedly fail to maintain proper security face escalating penalties: first a written warning, then fines up to $20,000, then license suspension, and eventually license revocation.

The bill also requires background checks on gun shop employees before they're allowed to handle firearms at work, and it mandates that gun owners report lost or stolen firearms to federal authorities and local police within 30 days or face civil fines up to $1,000. Additionally, the bill increases federal inspections of gun dealers—high-risk dealers get checked annually while others get checked every three years—and allows the federal government to hire 650 additional investigators to enforce these rules. The bill also removes old restrictions that had prevented federal authorities from tracking where guns used in crimes came from and from requiring dealers to conduct physical inventory counts.

Gun Theft Prevention Act This bill makes various changes to federal firearms laws related to detecting and deterring the theft of firearms from federally licensed gun dealers. Among the changes, the bill establishes security requirements for gun dealers; background check requirements for employees of gun dealers; inspection requirements for the Bureau of Alcohol, Tobacco, Firearms and Explosives; and reporting requirements for individual gun owners.
