This bill says that if a car company is controlled by a hostile foreign government or is closely connected to one, their vehicles wouldn't qualify for that credit.

It also blocks related companies and subsidiaries of these adversaries from claiming the credits. So if a Chinese company owns a car manufacturer operating in the U.S., or if a Russian entity has a controlling stake in an American EV maker, those vehicles wouldn't be eligible for the tax credit.

The practical effect is that electric vehicles made by these foreign-controlled companies would become more expensive for American buyers since they'd lose access to the tax credit. This could make American and allied-country EV manufacturers more competitive in the U.S. market.
