The FAST VETS Act makes changes to how the Veterans Affairs Department handles vocational rehabilitation plans for veterans with service-connected disabilities. Currently, the VA is required to regularly review and update these personalized job training and career plans. This bill modifies when the VA must actually redevelop a veteran's plan. Under the new rules, the VA will only redevelop a plan if two things are true: first, the veteran's employment situation has changed in a way that makes their original career goals no longer realistic, and second, a different plan would give them a better chance of success. If the VA determines that redeveloping the plan isn't the right move, they can now decline to do so. Essentially, this gives the VA more flexibility in deciding when to create new plans rather than automatically updating them, while still requiring them to review each veteran's progress regularly. The goal is to make sure veterans get career assistance that actually fits their current circumstances rather than sticking with outdated plans.

Focused Assistance and Skills Training for Veterans' Employment and Transition Success Act or the FAST VETS ActThis bill establishes conditions under which a veteran's individualized vocational rehabilitation plan (under the Veteran Readiness and Employment program) must be redeveloped. The&nbsp;program provides job training and employment-related services to veterans with service-connected disabilities.Currently, the Department of Veterans Affairs (VA) must formulate and annually review an individualized vocational rehabilitation plan for veterans who have a serious employment handicap and have a reasonably feasible vocational goal.The bill provides that such plan must be redeveloped with the veteran if the VA determines the achievement of the long-range rehabilitation goals for the veteran are no longer feasible due to changes in the employment handicap of the veteran and are more likely under a different plan.
