This bill creates a new partnership program between the United States and Israel focused on health research and innovation. The program, called the BIRD Health Program, will bring together American and Israeli researchers, companies, and institutions to work together on developing new medical technologies and healthcare solutions.

The program will focus on several key areas: medical devices and diagnostics, pharmaceuticals, personalized medicine, telemedicine and digital health tools, artificial intelligence for healthcare, vaccines, and disease prevention. It will also work on strengthening healthcare systems by sharing best practices between the two countries and developing biological product manufacturing capabilities. The program will be run through an existing organization called the BIRD Foundation, which has successfully managed similar collaborations between the U.S. and Israel in other fields since 1977.

Congress is authorizing $10 million per year from 2026 through 2032 to fund this program. The Department of Health and Human Services will oversee the effort alongside Israel's Ministry of Health, and they'll jointly decide which research projects deserve funding. Projects will be selected based on how innovative they are, their potential to make money and create jobs, how well they address health priorities both countries care about, and whether they could help solve medical problems that currently don't have good solutions. The government will report back to Congress annually on how the program is working and what benefits it's producing.
