This bill makes it easier for ranchers to temporarily use unused grazing land on federal property when disasters strike their main grazing areas. If a rancher's normal grazing land becomes unusable due to extreme weather, drought, wildfire, disease, or similar natural disasters, the federal government can now let them use nearby vacant grazing areas instead—as long as those areas are suitable for temporary use. This helps ranchers keep their livestock fed and their operations running during emergencies.

The bill applies to both national forests (managed by the Department of Agriculture) and other public lands (managed by the Department of Interior), and requires these two agencies to work together to make vacant land available across their jurisdictions when needed. Ranchers can use temporary structures like portable fences and water troughs on these emergency grazing areas. The government has one year to create guidelines for how quickly and fairly to approve these temporary uses.

Importantly, using vacant land temporarily doesn't change the rancher's original grazing permit or give them permanent rights to the new area. Once their original land recovers and becomes usable again, they return to it with all their original terms intact. The temporary arrangement is just meant to help ranchers survive natural disasters without losing their livestock or going out of business.
