# The PROTECT Act: Speeding Up Forest Management Projects

The PROTECT Act makes it faster for the federal government to manage forests on public lands by cutting through some of the usual environmental review requirements. Normally, when the Forest Service or Bureau of Land Management wants to do forest work, they have to prepare detailed environmental assessments or impact statements that can take months or years to complete. This bill creates a shortcut for certain types of forest projects that are considered low-risk, allowing agencies to skip these lengthy reviews and move forward more quickly.

The bill applies to eight specific types of forest management activities: dealing with insect or disease outbreaks, reducing dangerous fuel loads that could cause wildfires, protecting water sources for cities, protecting wildlife habitats from disasters, increasing water availability, removing dead or dying trees, restoring native plants, or any combination of these. These projects can move forward without the standard environmental paperwork as long as they stay within size limits—generally 10,000 acres, though projects can go up to 30,000 acres if they've been developed through community collaboration or are part of a wildfire protection plan.

There are important limits on where this shortcut applies. The bill doesn't allow it in wilderness areas, and it has restrictions in roadless areas that the government has designated for protection. Additionally, the bill doesn't override any laws that already prohibit logging in certain places. The goal is to help agencies respond more quickly to forest health emergencies like beetle infestations or dangerous wildfire conditions, but the bill still requires that any work follow existing forest management plans and can't be used in the most environmentally sensitive areas.

Protecting and Restoring Our Trees by Enhancing Conservation and Treatments Act or the PROTECT Act This bill categorically excludes forest management activities carried out on specified public lands from requirements to conduct environmental assessments and environmental impact statements. In order to be excluded from environmental review, the primary purposes of such activities must be to <ul> <li>address insect or disease infestations,</li> <li>reduce hazardous fuel loads,</li> <li>protect municipal water sources,</li> <li>protect critical habitats from catastrophic disturbances,</li> <li>increase water yield,</li> <li>remove dead or dying trees or trees at high risk of dying, or</li> <li>facilitate native species restoration.</li> </ul> The bill limits the categorical exclusion to activities that manage up to 10,000 acres of land. However, activities that manage up to 30,000 acres of land may be categorically excluded from environmental review if the activities are developed through a collaborative process, proposed by certain resource advisory committees, or covered by community wildfire protection plans.
