# Understanding the EVAC Act of 2023

This bill is about compensating people who spent their own money to help evacuate Americans and Afghan allies from Afghanistan during the chaotic withdrawal in 2021. During that period, some private citizens, organizations, and volunteers used personal funds to help get people out of the country—paying for transportation, safe houses, and other evacuation costs. This bill requires the State Department to create a plan to pay those people back for what they spent.

The bill specifically covers anyone who spent personal money between August 1 and November 1, 2021, to evacuate three groups: American citizens, people with permanent residency in the U.S., and Afghan allies who worked with the U.S. government. This includes both individual Americans and nonprofit organizations that helped with evacuation efforts. The State Department has 120 days to develop a detailed reimbursement plan and submit it to Congress.

The plan needs to spell out exactly how this would work in practice: who qualifies to get reimbursed, what types of expenses they can claim, how much money they can get back, what paperwork they need to provide, and how long it will take to process claims. The State Department also has to estimate how much the whole program would cost and consult with the Defense Department, veterans organizations, and nonprofits that were involved in the evacuations. Essentially, the bill doesn't authorize any money yet—it just requires the government to create a roadmap for how reimbursement would happen if Congress decides to fund it later.
