# What This Bill Actually Does

This bill requires the Secretary of Defense to examine and report back to Congress on how many people work in the Pentagon's Office for Diversity, Equity, and Inclusion, and whether those jobs are actually necessary. Essentially, it's asking: does the military really need all these positions, or are some of them unnecessary?

Here's how it works in practice. The Defense Secretary has to check every single job in this office and determine if it's truly needed based on actual work that needs to be done. The office itself also has to explain what tasks it performs and how many people it really needs to do them. Then the Defense Secretary compares these two assessments to see if there's a mismatch—meaning the office might be overstaffed or understaffed. By April 2024, Congress gets a briefing on these findings, and by one year after the bill passes, Congress gets a full written report with detailed analysis.

If the Defense Department doesn't complete this report within a year, the bill puts a freeze on the office. During that freeze, the office can't hire any new permanent staff, can't use active-duty military members to do its work, and can't bring in outside contractors. This freeze stays in place until the report is finally submitted. Additionally, starting in 2025, the Defense Secretary has to include in their annual budget request to the Office of Management and Budget any recommendations for streamlining this office's size and structure.

The bill's practical effect is to create pressure on the Pentagon to justify the existence and size of its diversity office, with potential staffing restrictions if the analysis takes too long to complete.
