# The BLUE Pacific Act: What It Means

The United States is making a long-term commitment to strengthen its relationships with Pacific Island nations and help them tackle their biggest challenges. This bill creates a comprehensive strategy for how America will engage with 14 Pacific Island countries over the coming years, focusing on everything from climate change to economic development to security.

The Pacific Islands—which include countries like Fiji, Samoa, Tonga, and the Marshall Islands—are spread across a massive area of ocean and home to about 10 million people. These nations face serious problems: rising sea levels that threaten to swallow entire countries, extreme poverty in some areas, limited job opportunities, and vulnerability to natural disasters. The bill recognizes that the U.S. has important interests in this region and wants to be a reliable partner rather than leaving these countries to fend for themselves or depend solely on other nations like China.

Here's what the bill actually does: It requires the President to create a detailed strategy every four years explaining how the U.S. will help Pacific Island nations with health care, education, disaster preparedness, climate resilience, cybersecurity, and economic opportunities. It pushes for more Peace Corps volunteers in the region, better trade relationships, and support for democratic governance and human rights. The bill also emphasizes working together with other allies like Australia, Japan, and New Zealand so efforts aren't duplicated. Importantly, it commits to renewing agreements with three Pacific nations—the Marshall Islands, Micronesia, and Palau—whose current defense and economic agreements with the U.S. were set to expire.

For everyday Americans, this mainly means tax dollars will go toward development aid and diplomatic efforts in the Pacific rather than other priorities. For Pacific Islanders, it means more educational opportunities, better infrastructure to handle climate disasters, and more American investment in their economies. BLUE Pacific Act

Boosting Long-term U.S. Engagement in the Pacific Act or the BLUE Pacific Act This bill requires and authorizes activities related to U.S. foreign policy in the Pacific Islands, which includes the Cook Islands, Fiji, the Marshall Islands, Papua New Guinea, and Vanuatu. The bill authorizes various activities in the Pacific Islands, including to <ul> <li>assist the Pacific Islands to improve public health outcomes and build public health capacity;</li> <li>assist efforts to promote the dissemination of free and accurate information; </li> <li>promote educational and professional development for young adult leaders and professionals;</li> <li>provide assistance to promote sustainable and quality basic education in the Pacific Islands;</li> <li>build the capacity of local civilian and national security institutions;</li> <li>expand trade capacity and promote regional development;</li> <li>help enhance preparedness for and resilience to natural disasters and other emergencies, including by improving critical infrastructure;</li> <li>support sustainable fisheries policies and marine biodiversity conservation;</li> <li>support efforts to expand access to broadband and improve telecommunications infrastructure; and</li> <li>help improve cybersecurity, including by providing assistance to develop and implement incident response plans and risk management frameworks. </li> </ul> The bill also requires (1) the Department of State to help Pacific Island countries access development support from international organizations, (2) the U.S. International Development Finance Corporation to seek to enter into investment incentive agreements with Pacific Islands countries, and (3) the Department of Commerce to expand the presence of the U.S. Commercial Service and increase the number foreign commercial officers in the Pacific Islands.
