This bill would prevent the federal government from building, operating, or funding an immigration detention facility in or near the Everglades in Florida. It stops the Department of Homeland Security and U.S. Immigration and Customs Enforcement from spending any money on planning, constructing, leasing, or running such a facility in that sensitive ecosystem. The bill also prevents the government from contracting with state or local governments to operate detention facilities in the Everglades area.

Beyond the funding ban, the bill gives Members of Congress and their staff the right to inspect any immigration detention facility run by the federal government or state and local authorities at any time, with or without advance notice. These inspections can't be blocked by contracts or agreements between the government and facility operators. Additionally, the bill requires the Department of Homeland Security's Inspector General to investigate the Everglades detention facility within 90 days and report back to Congress. This investigation must examine how federal money was spent on the facility, whether it meets federal detention standards, what complaints detainees have filed, and what environmental and safety risks exist from flooding, hurricanes, and other natural disasters in that location.
