This bill creates two main protections for businesses and nonprofits that rely on banks and credit unions to manage their day-to-day operations. First, it expands deposit insurance coverage for business transaction accounts—like payroll and vendor payment accounts—up to $100 million per account. Currently, these business accounts only get the standard $250,000 protection. The bill requires the FDIC and credit union regulators to study this expansion over 18 months and then create final rules within 30 months to determine exactly how it will work. Second, the bill creates an emergency backup program that can temporarily guarantee all deposits in transaction accounts (beyond normal limits) for up to 180 days if the Treasury Secretary, Federal Reserve, and banking regulators jointly determine that a financial crisis threatens the economy. This temporary guarantee could be extended for another 90 days if Congress approves. The goal is to prevent businesses from losing access to their operating funds during a banking emergency, which could cause them to miss payroll or vendor payments. Both programs would be funded through fees on participating banks and credit unions, and regulators must report to Congress on how these programs are working.
