Third, it gives funding to local housing agencies to hire "landlord liaisons"—people whose job is to recruit landlords, answer their questions, and help them understand the program.

The bill also makes it easier for new landlords to participate by allowing them to get their apartments inspected before a tenant moves in, and it streamlines inspections by accepting certifications from other affordable housing programs. Additionally, it expands the use of "small area fair market rents," which means voucher amounts can be adjusted based on specific neighborhoods rather than entire cities, potentially allowing vouchers to work in more expensive areas.

To fund all this, Congress authorizes $100 million per year for five years. The bill requires the government to track whether these changes actually work—specifically, whether more landlords participate and whether voucher holders can access better neighborhoods with good schools and job opportunities.
