Some agencies might report one way, others differently, making it hard to compare or really understand what's happening. This bill fixes that by requiring all federal agencies to report the same information in the same way.

Here's what agencies will now have to tell us: not just whether they met their small business goals, but specific numbers like what percentage of total contract money went to each type of small business, the actual dollar amounts awarded, how many small businesses got contracts, and how many of those were first-time contractors. Think of it like a restaurant having to show not just that they hired people, but exactly how many, what they paid them, and whether they were new hires. This makes it much easier for Congress, the public, and oversight groups to see if agencies are actually supporting small businesses fairly or if some are falling short.

The bill also requires agencies to explain what they've actually done to try to meet their small business goals and whether those efforts actually worked. So if an agency says "we're going to do better at hiring minority-owned businesses," they now have to report back on what specific actions they took and whether it made a real difference. Additionally, agencies have to share a list of the best practices that are working across government so other agencies can copy what's successful.
