This bill is about expanding how and where drones can operate in American airspace, plus jumpstarting a new technology for urban transportation. Right now, drone operators have to keep their aircraft in sight at all times—basically, if you can't see it with your eyes, you can't fly it. The bill tells the Transportation Department to create new rules allowing drones to operate routinely without that restriction. This matters because it would open up possibilities for things like package delivery across longer distances, agricultural monitoring of large farms, and infrastructure inspections that currently aren't practical. The government has to propose these new rules within 30 days and finalize them within six months.

The bill also tackles a major bottleneck: the waiver process. Currently, if someone wants to do something with a drone that doesn't fit standard rules, they have to apply for special permission, and these applications can take forever to review. The bill directs the government to use artificial intelligence tools to speed this up—basically having AI help sort through applications faster and more consistently. Additionally, the bill establishes a pilot program for electric vertical takeoff and landing aircraft (eVTOL)—those are the small electric flying vehicles that could eventually work like urban air taxis. The government will give grants to cities and states willing to test these aircraft, with the goal of getting them safely operating within a few years. Finally, the bill emphasizes that the government should prioritize American-made drones and aircraft over foreign-made ones when possible.
