The strategies aren't meant to be static documents—they must be reviewed and updated at least once a year, or more often if the terrorist threat changes significantly. The Bureau of Counterterrorism will be responsible for leading these efforts. Additionally, the bill requires the Bureau to brief Congress within 90 days about which countries and regions will get these strategies, and then provide annual updates to Congress on how the strategies are being developed and used to guide funding and diplomatic decisions.
