The Tennessee Valley Authority (TVA) is a government agency that manages power generation and water resources across a large region in the Southeast. Right now, there's an old law from 1995 that automatically eliminates federal reports after a certain period of time unless Congress specifically keeps them. This bill prevents that automatic elimination from applying to one specific TVA report: the salary disclosure report that the TVA is required to submit.

The bill also updates how much salary information the TVA has to disclose. Currently, the TVA only has to publicly report salaries for employees making more than $1,500 a year—a threshold that hasn't been updated since 1933 and is basically meaningless today since almost every employee makes more than that. The bill changes this to require disclosure of salaries for anyone making more than what a high-level federal employee (GS-13 grade) earns, which is currently around $80,000 to $100,000 depending on experience. This means the TVA will have to publicly report the salaries of its top-paid executives and highly compensated employees, but not every single worker.

In practical terms, this makes TVA executive compensation more transparent to the public and Congress. Taxpayers and elected officials will be able to see how much money the TVA is paying its leadership. The bill ensures this salary reporting requirement won't quietly disappear due to the automatic sunset rules, keeping the public's right to this information permanent.

Tennessee Valley Authority Salary Transparency Act This bill expands reporting requirements for the Tennessee Valley Authority (TVA). TVA is a government corporation that provides electricity in Tennessee and in portions of several surrounding states. It also provides flood control, navigation, and land management services for the Tennessee River system. The bill reinstates the requirement for TVA to file an annual financial statement and report with Congress in March. (The requirement was terminated by the Federal Reports Elimination and Sunset Act of 1995.) The bill also modifies the requirement that the report include the names, salaries, and duties of employees earning more than $1,500 a year. Under the bill, this information is only required for employees earning more than the maximum rate of basic pay for grade GS-13 of the General Schedule.
