# Community College Educational Exchange Act

This bill creates two new programs to help international students and American community college students study abroad and build skills in important fields. Essentially, it's designed to strengthen educational ties between the United States and other countries through community colleges and vocational schools rather than traditional four-year universities.

The first program brings international students to American community colleges and vocational schools. The State Department and international development agency would offer scholarships for foreign students, scholars, and technical experts to spend up to a year studying at participating U.S. institutions. The focus areas include practical, job-focused fields like agriculture, small business development, engineering, information technology, healthcare, and environmental management. This is meant to help people from other countries gain skills they can bring back home while also building relationships between those countries and the United States.

The second program does the opposite—it helps American community college students study abroad. The bill establishes a grant program to give money to community colleges and vocational schools so they can create or expand their own study abroad programs. This includes funding for training teachers and staff, creating curriculum guides, developing hybrid programs that mix online and short-term travel, and specifically reaching out to students from underrepresented backgrounds who might not otherwise have study abroad opportunities. The goal is to prepare American students for careers in fields important to national security and economic competitiveness.

The bill also requires the State Department to work with community colleges on outreach and to report back to Congress within a year about which countries they're prioritizing, what partnerships already exist, and how they're expanding these educational opportunities.
