This bill creates a new federal crime for trespassing on Department of Defense property. Specifically, it makes it illegal to enter any military facility or base that is clearly marked as closed or restricted without permission. This applies anywhere in the United States and covers all types of DOD property—military bases, testing grounds, storage facilities, and any other land or buildings under military control.

The law establishes escalating penalties based on how many times someone violates it. If you're caught trespassing on a military facility for the first time, you could face up to six months in jail and a fine. If you're caught a second time, the penalty jumps to up to three years in prison and a fine. If you're caught a third time or more, you could face up to ten years in prison and a fine. The key requirement is that the property must be clearly marked as closed or restricted—so accidental entry onto unmarked military land wouldn't automatically violate this law.
