# The PROVE Act: What It Means for Americans Living Abroad

The PROVE Act changes the rules for how Americans living overseas can vote by mail. Right now, U.S. citizens living abroad can request absentee ballots fairly easily. This bill adds a new requirement: overseas voters would have to prove they still have a residence address in the state where they want to vote. That address could be their own home, or it could belong to a spouse, parent, or legal guardian. Without providing this verifiable address, states wouldn't be allowed to send them an absentee ballot.

This affects a significant number of people—Americans working abroad, military families, retirees living in other countries, and anyone else temporarily or permanently living outside the United States who wants to vote in their home state. Currently, these voters can request ballots without proving they maintain a residence connection to any particular state. Under this bill, they'd need to show documentation of an actual address in the state, whether it's a place they own, rent, or where a family member lives.

There's an important exception built into the bill: military voters are completely exempt from this new requirement. Active duty service members and their families can continue voting by mail without having to prove a state residence. Additionally, if an overseas voter can't meet the new residency requirement for their home state, they'd have the option to vote in federal elections held in Washington, D.C. instead, though this would be a fallback option rather than voting in their preferred state. The new rules would take effect starting with the 2026 elections.
