# Understanding the GusNIP Expansion Act of 2023

This bill expands and strengthens a federal program that helps low-income people buy fresh fruits and vegetables. The Gus Schumacher Nutrition Incentive Program (GusNIP) essentially gives extra purchasing power to people on food assistance—when they buy produce at participating stores or farmers markets, the government matches their spending to stretch their food dollars further.

The bill makes three major changes to how this program works. First, it increases the federal matching amount from 50 cents to 80 cents for every dollar a participant spends on produce, meaning people get more bang for their buck. Second, it creates new "cooperative agreements" that allow states and nonprofits to run larger, statewide versions of these incentive programs for at least four years at a time, rather than relying on smaller, short-term grants. This gives communities more stability and the ability to plan long-term nutrition initiatives. Third, the bill establishes a new "produce prescription" program where doctors can literally prescribe fresh produce to patients as part of their medical care, with the government covering the cost. This pilot program will test whether giving people access to healthy food through their healthcare provider actually improves their health and reduces medical costs.

The bill also significantly increases funding for these programs. It extends the authorization through 2028 and adds roughly $57.5 million annually through that year, then $56 million per year after that. The money gets divided between the traditional incentive grants, the new produce prescription pilots, and the statewide cooperative agreements. For the produce prescription program specifically, the bill requires the government to study how health insurance companies might eventually take over paying for these programs instead of the agriculture department.

In practical terms, this means more low-income families could benefit from nutrition incentives at their local grocery stores and farmers markets, doctors would have a new tool to address diet-related health problems, and communities would have more resources and flexibility to design programs that work for their specific needs.
