Right now, most states have time limits—called "statutes of limitations"—that prevent people from suing or prosecuting someone for child sexual abuse after a certain number of years have passed. This bill tries to change that by pushing states to eliminate those time limits entirely and allow old cases to be reopened.

The core problem the bill addresses is that child sexual abuse victims often don't come forward for decades. According to the bill, the average victim doesn't disclose their abuse until they're over 52 years old. By that time, the legal deadline to file a lawsuit or press criminal charges has usually long expired, leaving victims with no way to seek justice or compensation. The bill argues this is unfair because victims lose their right to hold abusers accountable simply because they waited too long to report—often because they were traumatized, manipulated, or intimidated into silence as children.

To encourage states to make these changes, the bill offers financial incentives through federal grants. States that eliminate their civil time limits for lawsuits get one level of funding, states that eliminate criminal time limits get another level, and states that do both plus allow old cases to be reopened get the most money—up to $20 million per year through 2029. The bill specifically requires that if states revive old cases, victims must have at least a 2-year window to file, or until they turn 55, whichever is longer. This would affect not just individual abusers but also organizations and institutions that failed to protect children.
