Essentially, this bill creates a faster pathway to permanent residency for highly educated foreign graduates. Instead of having to leave the country, find a job, and then apply for permanent residency from abroad, doctoral degree holders can transition directly from student status to permanent resident status while staying in the U.S. This is designed to help American employers retain talented people they've trained and to make it more attractive for top international students to study and work in the United States.
