This bill creates a new grant program to help improve life for people living in affordable housing. The federal government will give five-year grants to organizations that manage affordable housing properties, with priority going to nonprofits. These grants fund service coordinators who help residents with things like accessing healthcare, getting job training, learning financial literacy, and connecting with public benefits they qualify for. The money can also help seniors age in place and support people with disabilities to live independently.

Organizations can use up to 75 percent of their grant to pay for these services and coordinators, while at least 25 percent must go toward paying and training the service coordinators themselves. Importantly, residents can't be forced to use these services—they're optional. The program targets affordable housing that receives federal assistance through various programs, including low-income housing tax credits and Section 8 rental assistance. Grants are awarded competitively based on an organization's experience, partnerships with local health providers, and commitment to serving underserved areas like rural communities and areas with persistent poverty. Each year, grantees must report what they accomplished so the public can see the results.
