This bill creates new protections for warehouse workers at large distribution centers and fulfillment facilities. It applies to companies with more than 200 employees that use productivity quotas—meaning workers are required to complete a certain number of tasks or handle a certain amount of material within specific time periods (like per hour or per shift).

The law requires employers to be transparent about quotas by giving workers written descriptions of what they're expected to accomplish, what data is being collected about their work speed, and what happens if they don't meet targets. Workers gain the right to see their own performance data in an understandable format and can request corrections if the data is wrong. Importantly, employers cannot set quotas that would prevent workers from taking legally required breaks, using bathrooms, or following health and safety rules. Workers also get at least one paid 15-minute break for every 4 hours worked.

The bill protects workers from retaliation if they request information about their quotas, file complaints, or report violations. It also prevents employers from using surveillance technology to monitor workers in ways that go beyond what's necessary to track quota compliance. The Department of Labor gets new authority to investigate violations and enforce these rules, and a new office called the Fairness and Transparency Office is created to oversee the law's implementation with input from worker advocates, safety experts, and labor organizations.
