# Understanding the Voluntary Groundwater Conservation Act of 2023

This bill creates a new federal program that pays landowners and organizations to voluntarily reduce how much groundwater they pump from the ground. Think of it as the government offering to buy the right to use less water from underground aquifers, particularly in areas where groundwater is running out.

Here's how it works in practice: If you own farmland in a region where groundwater is being depleted faster than it can refill, you could potentially sell what's called a "groundwater conservation easement" to a local government agency, Native American tribe, or conservation organization. In exchange, the federal government would help pay for this easement—covering up to 65 percent of its value. You'd still be able to farm your land and use water, but you'd agree to use significantly less groundwater than you historically have. The program focuses on cropland, pastures, grasslands, and other agricultural areas where groundwater has been heavily used for irrigation.

The program only applies in specific regions experiencing serious groundwater depletion where state or local governments already monitor groundwater use. This means it targets places like parts of the Great Plains where the Ogallala Aquifer is shrinking, or the Southwest where aquifers are being drained faster than nature can replenish them. The goal is to help farmers adapt to the reality of declining water supplies while keeping agriculture viable and protecting communities that depend on that groundwater. Importantly, participation is completely voluntary—no one is forced to participate, and landowners can continue farming with reduced water use rather than abandoning their land entirely.
