The PUPP Act of 2025 creates a new grant program to help homeless people keep their pets with them by funding housing that welcomes animals. Right now, many people experiencing homelessness have to give up their pets to access shelter or housing because most facilities don't allow animals. This bill addresses that problem by giving the Department of Agriculture money to award grants to local governments, nonprofits, and homeless service organizations that want to build or convert buildings into shelters and permanent homes that accommodate both people and their pets.

The grants can be used to buy, renovate, or build housing specifically designed for homeless individuals and families with pets. The money can also cover pet-related operating costs and training for staff on basic pet care like nutrition, vaccinations, and behavioral support. Any housing funded by this program must provide on-site veterinary services including spay and neuter procedures, wellness exams, vaccinations, dental care, and flea and tick prevention. The housing must also offer supportive services to residents like mental health counseling, job training, and substance abuse treatment.

To receive a grant, organizations must submit a plan showing where they'll create the housing, how many homeless people with pets need it in their area, and which veterinarians and animal welfare groups they'll partner with. The bill sets aside $5 million per year from 2026 through 2030 for this program. Organizations that get grants must report back on what they accomplished, how much each service cost, and whether the program is working well. This approach recognizes that pets are often a lifeline for homeless individuals and that keeping people and their animals together can actually help people get back on their feet.
