This bill gives the Secretary of the Interior the power to renew leases for businesses operating inside national parks without having to open those leases up for competitive bidding. Normally, when a lease is set to expire, the government is required to advertise it and let other companies compete for the contract. This bill changes that rule for certain situations.

Specifically, a lease can be renewed without competitive bidding if two conditions are met: first, the current business has held the lease for at least 5 years and is following all the rules of their agreement, and second, the National Park Service director decides that renewing the lease is the best choice for managing that particular park. This could apply to things like concession contracts for lodges, restaurants, gift shops, or other services that operate within national parks.

The practical effect is that existing businesses in national parks get a smoother path to renewing their leases if they've been good operators. Instead of facing competition from other companies bidding for their contract, they can simply extend their agreement. The bill requires the Interior Department to update its regulations within 90 days to officially allow this new process.
