This bill aims to protect shoppers from unfair pricing practices and invasive tracking in grocery stores. It creates three main rules for large grocery stores: First, stores can't charge "grossly excessive" prices—basically, they can't jack up prices way beyond what's normal in their area, though they can raise prices if their actual costs go up. Second, stores are banned from using personal information about you (like your shopping history or facial recognition data) to charge different people different prices for the same item. Third, large stores over 10,000 square feet can't use digital price tags that change prices automatically; they must use regular printed price labels instead.

The bill also requires stores to post clear signs if they're using facial recognition cameras, and it bans them from selling your biometric data to other companies. If stores want to offer discounts, they have to offer them equally to everyone who qualifies based on public criteria like being a student or senior—not based on secretly tracking who you are.

The Federal Trade Commission will enforce these rules and can fine stores that break them. Individual shoppers can also sue stores for violations and potentially recover money damages. States can bring their own lawsuits too. The bill doesn't prevent stores from offering legitimate discounts or loyalty programs, and it doesn't override state laws that provide even stronger protections for shoppers.
